Urban Enterprise Zone Assistance Fund Project
Public Safety Policy Year 9
The Urban Enterprise Zone Assistance Fund is to be used for the purpose of assisting qualified municipalities in which enterprise zones are designated in undertaking public improvements and in upgrading eligible municipal services in designated enterprise zones.
PROJECT DESCRIPTION
This project will provide Zone Assistance Funds in the amount of $383,469 for the continuing deployment of four City of Pleasantville police officers and other personnel assigned to the Urban Enterprise Zone and for the purchase of equipment, materials and supplies described herein. The officers, support personnel, equipment, materials and supplies are to be used exclusively in the UEZ to reduce crime and improve public safety.
Four Police Officers. The four officers funded through this project are incorporated into the regular patrol shifts for day watch and evening, giving coverage from 8:00 a.m. to 12 midnight seven days a week in the Urban Enterprise Zone.
Grant Analyst. This project also funds overtime for a principal clerk typist currently employed by the police department to provide documentation for the performance/outcome measurements and benefits of this project.
Bus Station Security Officer. This project will continue to fund an evening shift (4:00 p.m. to midnight) of a private security firm selected through a competitive process created in Public Safety Police Year 7 Project #06-82. A uniformed, unarmed security guard patrols the Urban Enterprise Zone’s bus station.
Special Enforcement Patrols. This project will continue with special enforcement saturation patrols to target pedestrian and bicycle safety violations. UEZ officers use radar and other means to enforce pedestrian crossing laws, speeding and other violations that cause accidents, personal injury and fatalities.
City does not receive Homeland Security Funding for police officers in the municipality. There are no hidden fees or commissions attached to this project.
Future Funding Consideration. There may be additional funding requested for this project, usually in the last quarter of the project year, when any salary increases, additional benefits and overtime costs are calculated.
